The First One

Victor Bellstrom is Unholy Tracy's son. It seems that both he and UT joined the crew of the LeviathanX, but became separated from UT. After about five years, Victor finally located the Leviathan. Fortunately, this was after UT freed himself from the closet Ryan-X had locked him in. Has a critical existence failure in episode 13, and is replaced by someone with the same name, but is totally different.

The Second One

Victor Bellstrom is... A human. Probably. He has many different personality traits, all of which are very ill-defined. Victor comes from nowhere in particular, and probably not the same time. He doesn't like to talk about his past. Victor first appears in episode 13, after Unholy Tracy, THB, and a person with the same name as him all lose their everything. It is possible that they involuntarily sacrificed themselves to summon Victor. Somehow.

It is possible that Victor is a Time Lord and his clothes are a TARDIS. But not likely. That's a terrible idea.
