Keith David is the Police Commissioner of Townindale. Despite the insistence of the Town Mayor that he is in charge of the law in Townindale, the real force of justice in town happens to be David. As the Police Commissioner, David has a deep-suited passion for justice and order, and will stop at nothing to keep the innocent citizens safe from harm.

He is a veteran of the Police Department, having served in its ranks for nearly forty years. Because of his long experience in the force, he is well respected among his peers. With absolutely zero tolerance for the likes of corruption in his police force, there is a massive contrast between him and the elected officials of Townindale, especially the Mayoral Office. Because of this, the two departments regularly butt heads in terms of ideology.

Thanks to David's leadership, the Townindale Police Department happen to be the only division of Townindale's local government that hasn't been completely overrun by D'Arque's influence. Although D'Arque has little influence in the internal goings on in the police department, his control over Town Hall allows him to use the mayor's power to manipulate the force to his will, when it comes to arresting local dissenters or turning a blind eye to the corruption and illegal operations of the Mayoral Office itself, due to its association with D'Arque's estate.

David is aware of this interference, and despite his power as commissioner, he is powerless to do anything about it. Having a relative amount of knowledge of the maliciousness of D'Arque, he harbors a strong amount of resentment for him. This is an opinion he doesn't make public however, as his role as a town official and the face of Townindale's Finest would never allow him to speak in any ill way about the town's most finest pioneering citizen.

Formerly working in Bluehaven, David was transferred to Townindale fifteen years ago. His job in Bluehaven was considered much more turbulent than the one he leads now, due to Bluehaven's reputation as Listless's most crime-ridden city. Because of this, he has seen many things during his life that could bring some of the strongest people to their knees. David is thankful for his life in Townindale, as its much more tranquil atmosphere allows him to live a much more peaceful life, one where he is able to properly raise a family. His previous experience in the merciless city also means that he is incredibly tough as an on-duty officer. Sometimes, in the back of his mind, he realises that he actually kind of misses the excitement of life in Bluehaven, but he knows that he would never trade Townindale for the world.

Despite his role as a figure of authority, off duty, he is known to be a really chill and affable figure. A man who enjoys nothing more than the simple pleasures of life, kicking back while enjoying a nice pint of beer. He is a reasonable man who likes to listen to all sides of a story before making judgments, and is considered an excellent husband and father to his wife and two daughters.

He works alongside his second in command, Police Detective Julia Ramírez.
