Mr. Cloud is, well, a cloud. He often goes to earth to sell stuff, depending on what is going on. He is nothing as fast as Lightning Guy, but can get to earth within a minute. Mr. Cloud often annoys Lightning Guy because of his tendency to take advantage of bad things happening in the world.
