Terry Harding II is a mob boss controlling a large part of the criminal underworld in Midway City. Harding was born to a wealthy family in London, his father a successful industrialist. He despised his own parents for their love of money and neglect, promising never to become anything like them. He lived in his parents shadow until he turned 17, in which he inherited his father's company after their "accidental" deaths. Harding wasn't the smart businessman that his father was however, and ended up running his own company down to the ground in a matter of months, leaving it wide open for a buyout from Midway's very own Rosenburg. Driven wild by the sudden loss of his legacy, Harding turned all his hatred onto Rosenburg and the city that he owned. Donning a scruffy pinstripe suit and a fedora, Harding became the de-facto leader of Midway's criminal underground.

The disappearance of Rosenburg's presence allowed Harding's mafia to control the streets of Midway City, running a multitude of shady operations disguised as legitimate businesses under the nose of the local government. His men are everywhere in the city, acting as eyes and ears for him, keeping a record of everything that goes on in Midway.

The mafia influence has transformed Harding;s mannerisms from that of a fine gentlemen into a "London Gangster" stereotype. He is under the pretence that he is sophisticated, but in reality is nothing but a complete brute, preferring to do things the "traditional way".
