Well I always assumed that in a surprise turnaround that Raiku actually IS demonspawn, but it's not unbelievable that he developed technology that gave him those powers considering Noxigar is a genius. The most focused minds would probably make works of art like that, and even if he wasn't the most benevolent force of good on the earth, and even if he just wanted to cosplay some sort of perpetually obnoxious gary stu. Technically it's your creative property, so if you decide to bring him back into the picture, even briefly or as a joke, you can decide that for yourself.
