What has Batman faced so far? In Batman Begins, he faced his fears and became the Batman. In TDK, he faced the Joker and Two-Face, who were both a direct adversary to his morality. By overcoming them, he cemented the line that he will never cross. Both cases he pulled through. Basically, each movie has analyzed a certain aspect of Batmans personality and both the story and characters have revolved around this.

So whats left? Intellect. Batman ain't just some goon who beats down goons at random, he is a detective. Not just any detective, but the worlds greatest detective. While the past two movies have shown him using these skills, it has yet to reach the point where he has been truly challenged in this region, overcome his faults, and emerged as a more powerful individual.

And who is the perfect villain to challenge Batman in this regard? The Riddler, hands down. They would have to redefine the character a bit, but thats fine.

My vision of how it would play out;

The Riddler is a masked criminal, and unlike previous incantations completely covered so we don't know who he is. As usual, he is obsessed with Riddles, intellectual games, and challenges. So he attempts to solve the ultimate riddle: Who is the Batman? From here, he enters Gotham City and commits crimes for the sole intent of drawing out the Bat, at which point he directly challenges Batman to his version of the ultimate game. Discover my identity and capture me so I'll stop holding Gotham ransom, while I will be trying to discover your identity to reveal it to the public. From here we launch off on a crime mystery where each individual is trying to discover who each other is, while solving various riddles each has left behind. To make matters worst, the police are also after Batman, so him discovering the Riddlers identity is twice as important.

From a movie perspective, this would be entertaining. Leave legitimate hints as to the Riddlers identity as well as a list of suspects mixed in with action similar to the TDK, and we have a suspenseful mystery with the occasional action,all while Wayne is gradually learning how to be a true detective and not merely rely on technology for tracking criminals as he has in the past two movies.

Want to throw in a ironic plot twist? Make it so that the Riddler double stabs Batman by betraying the rules of their game and framing an innocent scape goat to take the fall for his persona so he can pull off his real mission (revenge killing, ultimate heist?), someone who has never been seen during his crimes, Bruce Wayne. I just love the idea of a drawn out scene with the police slowly marching up to Wayne Manor, barging in with guns pointed out at Wayne, making it seem like the Riddler has won, Gordon saying "Give it up, we know who you are", then they tell Bruce he is under arrest, and in slow silence Bruce turns around and says, "he figured it out, huh?" At which point they arrest him, for being the Riddler.

I don't know, this idea of an identity game between Batman and the Riddler just seems appealing to me.
