Noelle is the daughter of large-scale crime boss Big Bruno Andromeda, lord of the underground Sicilian-American Mafia group known as the Andromeda Galaxy, which is situated in the mainland of the United States. Her mother died shortly after her birth, and Noelle herself is one of many of Bruno's children from countless mistresses. Noelle was the last child Bruno fathered, and also his favorite, due to the resemblance she has to her mother, who was a woman that Bruno believed as the most exemplary and stalwart among the ones he had ever met.

For most of her life, Noelle was sheltered from the happenings of the gang by her father and lived in ignorance and privilege, which included a private education at a prestigious university, where she excelled in her studies. Noelle lived a life without any hardship or struggle and knew no different when in reality, her father pulled strings to make it so. However, she eventually discovered the truth of her family, and disgusted at her father's extravagant lifestyle funded by a career of crime, chose to disassociate herself from her family to pursue a new life.

Noelle eventually found herself in Townindale, where she got a job at Town Hall working at the mayor's office. As of recently, she has caught the eye of Chaos, who has a crush on her.
