While the Sea Hitman's Underwater Disco Palace would likely find her meddling via rescue of Noxigar and bringing him to her house in Bluehaven somewhat irrational, she times it in a manner where it doesn't really interfere with anything Rosenberg would've wanted them to do. Honestly I forgot why Quigley Oakwood, one of her assassin assistants, would have had conflict with it other than their boss likely scolding them for rash actions. At any rate, it would be a way to explore Bluehaven and see if Noxigar encounters the Glabal MC again or if he winds up finding Bluehaven to be unpleasant. So far in our narrative we only really have Chaos' opinion and maybe Lex's, with Noxigar either agreeing with them to disagree or otherwise being nonchalant about Bluehaven in general.

This is during the Noxigar-being-in-Bluehaven-with-her-in-her-house bit, where Dirtannion has trouble understanding why she went out of her way to fetch Noxi from Rosenberg's clutches and neglect to collect Noxi's friends as well, especially since Chaos had a collar on his neck which'd have detonated if Rosenberg was pissed off. Dirtannion and Oceanna essentially talk in French, which motivates Noxigar to learn the language in order to understand everything about the Sea Hitman's Underwater Disco Palace. They are True Neutral people who communicate with their clients in their dreams (as Oceanna does with Noxigar). They have their own motivations, which are dubious to say the least. Blowhard gets back at the universe for taking her beloved childhood friend, named Adel. By making a group of assassins, Blowhard Touchdown begins to monopolize the vigilante group but runs into a few minor complications with Byzantium. Blowhard Touchdown takes interest in the Wikihood Gang when the threats of Debonair D'Arque and James Rosenberg resurface, which is where Oceanna's connections to Noxigar come to be beneficial to Blowhard.
