David Lemuel Keith is the mayor of Midway, former actor in the early 21st century and late 20th, and a cyborg.
Chosen as mayor by Daniel Rosenberg, Mayor Keith is truly just a pawn, controlled by Rosenberg, to lead the city how he wants it lead.
He got his cybernetics from an early Byzantium, and as such, is endorsed by them heavily.
He still looks like he's in his sixties, too.
