Oceanna is a blue-haired person who appears in Noxigar's dream world. A powerful assassin, she is under orders from her boss to give the scientist some support whenever possible to take down The Sea Hitman's Underwater Disco Palace's foes, of which there are many. In more fundamental aspects of her occupation, she would be the mission control due to her expertise in assassinations compared to other people in her line of work.
